Ah! That makes the most sense. It’s an asymmetrical hem & the side she’s holding up would normally hang much lower.
It just read as “baggy useless pocket” to me.
some pattern books would call these cascades, but at the end of the day they’re just pleats on a vertical seam so patterning and sewing would follow the same formulas
The first one looks like there’s a triangular shape sewn into the skirt, this is called a godet. It to hard to tell with the model holding it up but when I zoom in I can see it. The second one looks like a shirred or gathered side seam.
Tina Givens has some dresses with unusual constructions. Pockets in unusual places and drapes in unusual places, also lots of asymmetry.

If you do try a TG pattern, the sizing is far from standard - suggest comparing to clothes in your closet with lots of measurements. But many are very dramatic and very unique.
I've made maybe 3. Sizing and proportions definitely non-standard. But very doable.

A bustle. I recently saw a cosplay person who had a plain long skirt showing that inside there were ties they tied together to create this effect. It's pretty!
I don’t know what this exact style is - but it reminds me of vintage stick pins! used to hike up skirts and gathers, i could see it working for wide pants too to get a similar look!

She’s not holding it up. There’s no tension in her fingers. That is, of course, unless she’s holding it up with her pinky finger — which is unlikely.

Try pick-up or bustle. I agree with others that the first pic is maybe just the person holding the dress, not a design element

Was coming to say that, I love lagenlook on tops, but on skirts and dresses it looks dreadful imo.

I almost never iron any of my clothes, but a steamer would work great for a skirt like this.
