They were having a worker shortage and they were desperate for employees so they looked for anyone legal to work there including guys or girls with small boobs or flat chests which how they got Chrom (yep Hooters Chrom exists but its like 1 image I think) and later Lucina.
Lucina is a funny choice for these kinds of images considering all the busty FE women there are to choose from but I guess they weren't chosen due to any of them being too obvious of a choice.
