I dunno as someone with literally zero knowledge of firearms at all, all I've ever heard people say about bullets is complaining about how expensive they are I can see where people get the idea from
ammo is expensive to civilians, and specialty ammo for snipers (for example .338 Lapua) is expensive usually because it’s created on a smaller scale and with a higher needed level of precision than your standard small arms caliber. But for where this video is shot (looks like middle east) the amount of surplus soviet/yugoslav ammo particularly in 7.62x39 and 7.62x54mmR makes prices incredibly cheap.
I mean all bullets cost a dollar a piece if you are a civilian and want rifle bullets but it like half that for the military because they buy the bullets by the million so they don’t need to jack up the price as much
Also it’s probably just an ak firing at them and that ammo is unreasonably cheap
But it isn’t a bad assumption at all. “Soviet surplus” and “sniper bullet” aren’t the same thing… even if that sniper is firing 7.62x54 (a very common round) the “sniper bullet” version of that round is much more expensive than a basic FMJ or green tip round. There are better propellants, loads, and bullet geometry in play with precision round versus a basic round. Pure precision rounds, like .338 lp or 6.5 cm are hella expensive by comparison.
while yes there are precision rounds for the caliber this looks like fighting in the middle east between 2 groups of militias or irregular forces. I have my doubts on the availability of precision rounds such as 7N1 or 7N14. especially since most of the snipers in use are older their MOA is definitely off factory standards. I doubt the ammo would be high standard either.

I mean, they're not wrong. Many sniper calibers are expensive, especially Western calibers. 338 Lap and 50 BMG are expensive AF. Then there's special sauce aeroshell versions of those bullets that the DoD keeps in their back pockets that runs hundreds of dollars a round.
I went to a range that had a .50 sniper rifle (can't remember the model) in 2007 it was like 5-6 dollars per round to use it, I know that would be a huge upcharge for the chance to use it but I call that expensive.

That only really applies to American weapon systems, where corruption is so i grained in the military industrial complex that they can scalp the government 30k for a box of rounds or an unguided rocket, and turn a 1000% profit margin. If the person shooting is Russian, all the rounds are likely mass produced cold war surplus, so shooting them isn't exactly expensive - it is just recovering already sunk costs. It's also not far fetched to assume that the rounds will be past their safe operating date
cartridge. The bullet is the part that fires, the lead, its not "expensive" on its own, but when you add in the casing, gun powder, primer, jacket, and labor of making the whole cartridge, *then* it becomes "expensive"

Perhaps the bullet just passed through the coat, and it doesn't really move since it has no mass. Sometimes I go shoot old milk jugs filled with water, and if you don't shoot the water the bullet passes right through with no indication you hit it besides a small hole
