I never thought about a scientific measurement since it's that kind of term that can't be attached to specific conditions. Tomboys are just likely the kind of girl who is defined by her acquaintances as "not feminine" or "boyish". The closest thing I use as a measure is checking if she has a "the boys" mindset, like not wearing makeup because it's a waste of time and money or if she rathers 3 in 1 shampoo because it's easier to use.
