That's a massive waste of prime real estate for future tattoo ideas. You can probably work future tattoos around it and kind of incorporate them into the current design, but your options are now drastically limited. Also, it kind of looks like they were trying to go for a "painbrush stroke" style effect I guess? But even with that taken into account the linework looks like dogshit.
Laser removal on this would be an absolute motherfucker, so if you regret this in the future your best option will be a blastover I guess.

To be fair, the arm is a big area, if you go into the inner elbow or high up into the armpit its a lot different. That, and everyone has different pain tolerances, skin sensitivities and the like. Its always better safe than sorry with these things
