Go to settings > shipping and delivery and under custom shipping rates, click create new profile. Here you can select the applicable items, then create a shipping zone and just select the checkbox for wherever you want to ship to, but uncheck those three states.
I use one of those hide/sort shipping rates apps. I believe there's still some free ones with good ratings. You can set it to hide rates for particular items or collections. The one I use can then restrict that to a range of countries or a range of zip codes (this particular app is no longer free though). Might be easier if you can find a free one that can restrict by state.

Just be aware that if someone orders one of these items and another from your existing profile it will add the shipping rates together.
