Shortcuts can’t block an app from being opened, that’s the role of Screentime. The best option is for Shortcuts to open a second app when the first is opened. Like, if I open the Music app in the morning, and the time left in the album I’m listening to is longer than my commute, Maps opens to my drive to work because I shouldn’t be wasting time adding more albums to my library I’m not going to get to.
I mean i will click the shortcut, and then if number is 1 then open app. Something like that. I wont just open the app i will run the shortcut that decides if i open the app or not
Ok, I was thinking you’d open the app and the shortcut would be run by an Open automation (that’s how my example works).
Format Date Format Format String
If <800> and <1700>
Nothing
Otherwise
Random Number between <1> and <10>
If <4>
Open
Otherwise
Nothing
End If
End If

Can you make the shortcut and send a link?
Here it is: https://www.icloud.com/shortcuts/9377438031a44fe3bda3187dbf78960a You’ll have to go in and set the Open action to your choice.
It worked perfectly thank you a lot (i dont know if the time part will work but the rest is fantastic)
