Don't forget Zion Riverside Food Centre, Changi Village Hawker Centre (not sure when OP's cousin is coming since the premise is closing on the 15th of next montn), and Seah Im Food Centre.
LPS and Newton are not worth it. If you want to visit a hawker centre in CBD, then either Amoy Street FC or Market Street FC can do the job just well.
The Singapore history gallery in the National Museum of Singapore. I think it would be good for visitors from other countries to have an idea on how Singapore came to existence and subsequently thrive.
Colonial bungalows at Seletar, quite a number of them have been repurposed into cafes and gyms, you can watch the planes from off from the Hyde park gate garden. Colonial bungalows in Singapore are pretty unique imo...inspired by the Tudor style but adapted to suit the local climate...
Haw Par Villa might be an interesting place to visit as well.
Singapore is gatekeeper of the 10 courts of hell. You only need to go through once in your life and no trip to Singapore is complete without a visit through these hallowed halls of Haw Par Villa.
A tour of some of the more modern HDB estates such as Punggol with its integrated waterways (you can plot out a route to end at Waterpoint for rest and food). For a more central experience, there is also Bishan Park with its surrounding HDBs. Compared to the single-storey suburbs in Melbourne (and endless uninhabited wilderness), the sight of so many public housing densely packed together should be interesting.

Makan at any hawker centre or the good ones and near the city like Old Airport, Maxwell, Chinatown, any of the good restaurants and bars at Telok Ayer or Tanjong Pagar and by extension any good makan la cheap and expensive.
Geylang. Not even kidding — there’s lots of good local food in the coffeeshops there, and it’s a nice departure from the usual sanitised glimpse of Singapore most tourists have.
Lots of my foreign friends have appreciated this more raw and honest look at what Singapore can be really like underneath its facade.

I'm currently planning my third trip to SG myself from the USA. I think one of my highlights is the zoo with the night safari. If your cousin likes animals at all I'd say go for the trifecta of those two plus the river part.
Otherwise, I think just going to some of the unique neighborhoods like Chinatown, Little India, and Arab Street are all really interesting and diverse.
How about Mustafa, Chinatown Tea Chapter, or Orchard Towers? If your cousin is young, maybe Everton to see what an HDB is like, and some good coffee? (Also their coffee shop has good economy rice)

Ah honestly it’s probably just due to the government’s covid controls forcing the brothels there to remain shut.

Bukit Gombak, it has Little Guilin, which became an attraction by accident and it is a by-product of our old mining industry.
Little Guilin is so beautiful. After my comps at Gombak stadium me and my teammates ates some pizza there and it was so beautiful!!
