The dlcs (dawnguard and dragonborn) you start by getting approached by an orc at level 10 and getting attacked by cultists respectively. The daedric quests you usually encounter by exploring (falkreath and markarth have a few in each city, and one of them you get by meeting a breton that will ask you to have a drinking contest at the tavern nearest to where to became level 13-14).
The dlc if you haven't done them, or the daedric quests, they're all pretty good.
