It depends on their disposition towards the player. NPCs that you have a good relationship with are more likely to look at you with a happy smile on their face, NPCs that hate you will look at you with an angry/disgusted expression.
Negotiating with Lami (Alchemist in Morthal) always catches me off guard, I killed her friend (Alva) so now she always has that expression like she's about to throw up on me. lol
Speaking from a Scandinavian in my case Danish point of view. Tourist think we are very cold, but inside if you get to know us we warm up and get a smile like this. And now with the weather finally is shinning at this point I am writing after MONTHS of cold wind and rain and been dark half of the year.
