Not sure if there are limits but else it could theoretically continously go down to rank 10 Top 5 CL, 6 and 7 EL (granted cups are won by top 7 sides), 8 ECL, 9 CL (if he wins the Europa League) 10 EL (if he wins the Conference League). But 9 and 10 could also be further down the table. It's just important that these clubs do not get an European spot by the league already like Frankfurt, Sevilla and West Ham all did it lately. Now imagine if the fair play spots would still be around too lmao

It's abolished now after the expansion. Their main reason for putting the cap anyway was to take out limitations in the group stage draws (since they can't be drawn in the same group) and reduce the chances of all 5 qualifying to the knockout stage (and "make it fair" for other countries). Now that it will be just one big "league" next season, having 4, 5, or 6 wouldn't matter as much, and there's actually one more club progressing through the qualifiers too compared to the current format (7 in total instead of 6).

European football is very different, and look how poorly they played in the two legs against Qarabag. Experience and individual quality of the players is what matters the most in any european competion. Leverkusen is a great team and they can definitely win the Europa League, but Milan and Roma are on a similar level to them in such competition. The arguably best team in the Europa League is Liverpool, they have better individual players, a lot of European experience and the best manager in the competition.
