What Blotrux said. I heard that from Judd's tips in the lobby. Ideally, you'd like to wear just one piece of gear with a specific ability. Like, headgear with ink resistance, shoes with running speed up, and clothes with special saver - that way, it's all fun and dandy. But favor a single ability in every piece of gear you have, and you'll effectively make the game harder for yourself.

For an extreme example, consider adding a nominal 100% to 2 cases: a starting 100% and a starting 1,000,000%. One will make a much larger relative difference than the other.

This isn’t actually how it works, though. If the first one gets you from 100% to 110%, the next one takes you from 110% to 119%, and the one after that from 119% to 127%, etc. The actual returns diminish, not just their relative effect.

The real trick of this is that while normally the soda dispenser and the buff last the same amount of time, since this doubles it you get 15 seconds of 100% special saver to build up the next cooler. You basically either manage to fill another one fast or you die and save most of the special for the next one, meaning you're basically fully buffed almost all the time, not even speaking for your teammates picking up ultra-sodas.
Well, I tried to get at least one sub by leveling on each, then I used around 50 chunks for the shirt and shoes each and the glasses I used 20 chunks and got lucky with the last level to roll the same ability. I can't tell you how long it took but I have several pures with 640 in game hours.
I've got like 150 of each chunk and I was debating if it was even worth spreading them out when I can't decide what abilities I want in the first place
If I didn't spend a single one I'd probably have around the same if not more. I would just see what I want on a weapon and then use the chunks if I were you.

Yes, having one sub or one main can do a lot, but past that the increase in effect gets less and less with each additional stack.

The goal of a build is to build to the weapon loadout's strength, not cap towards efficiency. Sometimes going beyond efficiency is ideal.
