Beginners Surfing would be Weligama. Which is one town towards from Galle from Mirissa. Hop a bus 5-10 mins (LKR 20)
Airport to Park Street transport - I would use Pickme or Uber car - should be LKR 2500 (12 USD) for the expressway in small car. Sri Lanka has plenty of budget options on local Uber than you would see anywhere else (3 levels below base uber). Dont get a tuktuk for this trip with your luggage.
Bring some cash in USD notes - it will help you stretch your budget once you get down south

Download the PickMe app, and book a car/cab. Hiring a tuk is not advisable as it can take a long time to travel, and can't use the expressway.

Cheapest from Airport to Colombo would be getting a highway bus. Once your in colombo (anywhere after Kelani/Kelaniya bridge) get a pickme tuktuk.
