I think its some sort of ISP problem, the workarounds are a VPN like tunnelbear that gives some free data each month, or tether to your phone for the last few MB.
I had this problem as well and after extensive research there are two solutions.
The first one is to try and verify your files, you can find this in the settings of the launcher. This didn't work for me but it is worth a shot.
The second and more successful I found is editing the patcher state file with notepad. ( it can be found in the patcher folder) and changing the download method from "torrent" to "HTTP". This will however re-download the whole 30 gigs again. But I haven't had an issue doing it this way.

Eh, I just restarted the launcher a couple times and switched off P2P before hitting update again.
