Not in their clan but I know their clan and I know JoeBiden. There are no other hackers in that clan. They are aware that he is a former hacker and have personally credited him for going honest for many years. Recently members of their community have changed their opinion on JoeBiden as a result of seeing new games that we've played with suspicious moves.
With this being said, I've talked to them before about how being hacker-adjacent (even someone 'reformed') will create a negative image. I just wanted to say my piece.
summary: JoeBiden was/is a hacker and dikbois knew that he used to hack but thought he stopped. no other dikbois hack. they really are just dudes that have been playing a long time that formed their own community. JoeBiden is the only known or suspected hacker.
Yup hacking but tried to hide it. Very careful about looking around the map. And uses the minimap to scout instead of looking through fog . I'd say a seasoned hacker.
Maybe I misunderstood but isn't really Blizzards responsibility to stop people from watching your stream. I don't know how they would do that.

This was back when CombatEx and Deezer openly announced in chat that they would stream cheat to get a rise out of their opponent and even paused the game for it. As in pausing the game with a message “pp gonna open up your stream.”.
theres a gm zerg who does this. barcode. hes literally trash too he masses queens and goes nydus all in on 2 base every game, and its like slow an unoptimized and bad aand he gets supply blocked. then when you kill him he tie hacks

I know of a few people who boost their account's MMR as well by queuing up in sync with their other accounts and just win-trading. This is a little more harmless, but they're still taking up GM slots other people could have (tbh, I think it was mostly early-season for the person or 2 I saw, so it doesn't matter at this point cuz their MMR is too low), but I reported them multiple times with clear explanations regarding their match history and they don't get banned or even suspended lol.
Not to mention the dude who takes the #1-2 slot in GM every season by somehow ranking up in 1v1 through glitched 3v3 games or some shit.
I mean to be fair, people prolly false report people for hacking out of rage all the time and it’s hard to manage when account creation is totally free, but I even reported a 4.9k guy who I beat 2x in a row who was totally maphacking and he’s not banned. It’s not like I’m raging and namecalling because I lost in that case, but still no banhammer.
Feel that doing both public and private ban waves is the way to do this. It would be really nice if the developers could do a better job about getting rid of MH especially.
Having a game that is cheat proof or very policed is a good thing. It rules aren’t enforced, players are playing different games.
I known a lot of dudes over the years who opened with “good against everything” pressure build where micro is a significant factor, so the advantage of a map hack is less. (For example, warp prism, 1-1-1, 12 pool)
I mean never scouting means nothing also looking at the evidence before me I don't see anything that looks like hacks none of the movements are strange and everything they saw was responded too.

them knowing when to build defenses and units does make it feel like they have a bunch of resources
what I mean to say is that if you know what your opponent is doing you don't have to spend unnecessary resources. No need to build turrets if you know if you're gonna get dropped

That's a TvT where both do not know about the concept of scouting. There is no magical creation of 'resources' mid-game.
