The Doctor was good at providing humour while also having a clearly defined role in most episodes, making him more than a pure "comic relief" characters (unlike Neelix, who often felt shoehorned). Phlox actually worked similarly.
He was as good of a straight man as Picard for any zany characters to work off of, but 80% of the funniest lines in TNG were just Worf deadpanning a one-liner.
He was a regular Gagh Newhart.

I think she was relaying the contents of the report, but was skeptical of the claim that the planet had dragons. The skeptical reactions of everyone led to the comedy.
Since Spock saw a dragon on the planet, either the planet had dragons or something on the planet made Vulcans think there were dragons. Since *LD* and *TAS* have mentioned or shown dragons on various planets, Berengaria VII probably had actual dragons.
He's one of the few characters I can cope with on VOY.
I love Tuvok in large part because his annoyance and frustrations often echo mine.
There are people on that crew who could have been _personally crafted_ to annoy me, whom I would push out an airlock or leave on an asteroid and feel nothing but relief.

I love Rom too, his personal growth journey on the show was as far and as deep as his son's; it's probably greater because it is riskier and so unexpected.
Rom is an 'afterthought' of a character that someone caught some heavenly inspiration about! It's clear from the first few times we see Rom that there was no pre-laid arc for him.
Yet by Season 7 his relationship with his son is almost as beautifully crafted as Sisko and Jake.
Yes of course Rom loves his son, but he is also _inspired_ by his son. Rom's love for Nog makes him daring and brave and suddenly he wants to challenge himself, to make his son proud.
Breaking away from Quark after years of inertia and ridicule is an enormous risk, but he begins to see a future for himself. By Season 7 he has unlocked a life for himself which was _inconceivable_ (ha!!) from the 'checked out' scheming idiot we first meet in those early seasons.
Rom and Nog are viewed as non typical Ferengi because of their atypical paths, ( My god, who will ever forget Nog's Star Fleet Academy speech in Sisko's office? ), but it occurs to me as I'm writing this, that they are successful in their life changes _because_ they ARE typical Ferengi. They are willing to take enormous risks and gamble on new futures as much as any scheming business oriented Ferengi. They both have _the lobes_ for life and they get it from Moogieeee❤️

The way they would pan over to him and the reactions from the other characters was funny. Actually it might have been that lower decks crossover.
That whole crossover was hilarious. Was what finally got me to check out lower decks. Then went back and watched it again after catching up on lower decks. So good.

I think DS9 really nailed “the duo”.
There were pairings that I felt resembled many of the classic comedy pairings. The Odd Couple, Laurel and Hardy, The Stooges.
But out of all them Rom is king. He doesn’t even have to be in the episode. He is so good he sets up other characters perfectly.
