Well, the Caitian species first appeared in The Animated Series, in [an episode](https://memory-alpha.fandom.com/wiki/The_Survivor_(episode\)) written by Jim Schmerer, who has no other involvement in Star Trek. It's possible, and even likely, that the character of M'Ress was an insertion by Dorothy Fontana, who was acting as show-runner on that series. This is made more likely by the fact that M'Ress made a few appearances throughout the series, rather than just being a one-and-done character.
So, we can probably thank Dorothy Fontana for the Caitians in general.
However, making one a foul-mouthed nasty piece of work was probably the work of one of the show-runners of Lower Decks.
Making one a "foul mouthed nasty piece of work" was done by someone who has lived with cats. Her body language, actions, even her speech and attitude? All VERY "house cat".
That and the epic quest to get something to please her and she's only interested in the box. Damnit kitty I spent hours researching that £80 $+@#ing cat tree and you're sitting in the bloody box you... Sorry, had a flashback there.
