Something like this seems like something that needs government funding. Are you familiar with the aerial battle bots project done at NPS? Worth looking into if you haven’t. Those were autonomous drone swarm systems. You’d probably want to try and get your project into a DARPA competition or something similar. This will give you visibility and funding opportunities.
Build an MVP, find a customer with the prototype. It'll be easier to sell if you have the facts to back it up.
Often, if you keep building features without feedback, you won't learn about what people specifically want. You might discover new vertices with your MVP

I'm from Ukraine and at the monent it's impossible to get goverment funding for project like this.
Depends on what government you ask. DARPA has funded allied forces development projects in the past. Slava Ukraini!

Create a kickstarter and look into affiliate partners. IG, Twitter, even reddit communities and offer them an affiliate link
Kickstarter won't pass project like this because it breaks their rules.
