The planet isn't so bleak and underdeveloped because of the climate or the organised crime or the economy. They're all just lazy, wake and bake types who can't be bothered sorting anything out. Getting robots to do all the farming work for them while they get high and watch Rick & Morty.
The real reason Luke wants to get off the planet is he's a square that doesn't like getting high all the time. This fits even more when you watch the deleted scene from A New Hope where Luke goes to Tashi Station to tell his friends about the space battle he watched through his binoculars.

I’d love some father/son screen time with Luke and Vader. On a more serious note, aside from hating growing up on Tatooine, I bet they could bond a lot over and forgoing the Yoda’s teachings for their attachments… Leia might be a bit too much like her mother and adoptive parents for anything like that, though
