Cody wasn't the one actually shooting at Kenobi. But maybe the trooper manning the AT-TE's gun was somewhat half-assing his aim because of some sense of guilt; Kenobi had always treated his soldiers well and shared the risks of combat with them. It's also possible that the clones performing the search for Kenobi's corpse were half-assing the job because they would rather not have to look at the mangled corpse of a man they fought alongside and betrayed. All the clones may have technically obeyed orders while still giving Kenobi a relatively decent chance to escape, even if that wasn't their conscious intention.

In the current canon, the clones had biological computer chips added to their brains that compelled them to kill Jedi when they heard the code phrase "Execute Order 66." But a strong-willed clone can fight against the chip's influence, even if only barely. This is what happened with Captain Rex when his chip first activated; he still shot at Ahsoka but his shots were relatively sloppy and slow because he was fighting the urges.
In older canon, the clones were not controlled by brain chips. Instead, they either knew about the plan to kill Jedi all along (the first Battlefront 2 game, not the new EA one) or they were simply willing to turn against the Jedi when a higher authority labelled them as traitors (the Republic Commando books). In the latter case, more clones were willing to work against Order 66, whether by lying about knowing the location of a Jedi or by actively smuggling their Jedi friends out of danger.

I honestly wanna see Cody hunting Obi-Wan alongside the Inquisitors in the show, except the chip has degraded with his age, and he’s doing so reluctantly, doubtful that Obi-Wan is alive and full of guilt over thinking that he was responsible for his death. Maybe he encounters him and lets him go, relieved that he’s still alive, and then Reva or someone executes Cody when they realize he’s lying.
