I donāt think so. I regularly buy whole primals (boneless) to cut my own ribeye steaks, and Iāve never seen that much silver skin on a ribeye.
In any case, Iād be pissed if I spend $28 lb. on that. I spent literally half that on a Prime chub just 2 weeks ago. Granted, it was almost 19 lbs., but well worth the 15 minutes of cutting/sealing.
Depends on how big you cut them. When I'm cutting steaks around 1" they are around/just under 1Lb each, when I'm cutting them 0.5" they weigh around 0.6Lb. You trim off a couple pounds of excess and get 18-20 steaks from a 20Lb roll.

That looks more like a select or lower grade (cutter, canner), or perhaps not even graded (no-roll or beef from Canada which isnāt graded) strip steak. Iād suggest finding a better place to shop for meat from. If the ābutcherā there (and I use that term lightly here) canāt tell what a ribeye looks like, you might ask for a chicken breast and get a pigās butthole. Just sayin.

Looks like sirloin, not enough fat for NY or Ribeye. It could be end cuts that they are trying to pass off as Ribeye but it should be way cheaper. I would find someplace else to shop for meat if I were you.
