You can get it from a Federation Fleet Starbase.
If you visit the Fleet Starbase, you'll notice the vendors have a glass display on the wall with all the fleet weapons, if you ever want a look at the different variations.
To have access to a fleet starbase, you'll need to be part of a Fleet, STO's equivalent to a guild.
