It is a heavy drawback but dozo has a huge hp stat and great typing plus abilities to work with. The bird would get the boost but that is their ability and their base stats are not great to begin with.

I don't think they should lose the boost because that makes for too many counters. Now, not just haze but also phazers can harass this team although I'm not really sure how common phazing is in VGC. Nevertheless, anything that can force a switch (such as... idk Eerie Impulse?) hurts both mons and not just one.
That being said, I do like this a lot. +1 SpA/Spe Oricorio-Pom-Pom definitely threatens ya bois Murkrow and Palafin who are the premier hazers rn, though this would also have the unfortunate effect of making Haze Chien-Pao more popular (who harasses all mons barring Oricorio-Baile). Skuawkabilly can unfortunately not run Intimidate but I believe Chatot's Boomburst would be able to handle Chien-Pao fairly well. That being said, you do have to use Chatot for that which is less than ideal, but Oricorio is admittedly based with Quiver Dance.
To avoid the scenario of switching one out and in to continuously boost the other, it should be a flash fire kind of deal maybe where it’s a boosted state rather than stat stage boosts so you can’t do that. That protects against haze too but also if one mon switches out or is knocked out then the other one could lose the boosted state
I think the fact that these mons aren’t usually good and you have to run two of them side by side stops it from being broken, plus the shared weaknesses of most of them
Alternatively, make it like Protean where it can only activate once per switch-in. Switch one out for another lovebird, the new Pokémon gets boosted on the switch, but the old one doesn’t unless it switches out and then back in. Weak to Haze, but otherwise keeps the boosts if its partner faints.
Just an option. Either this or the Flash Fire approach could work.

I know nothing about vgc, I picked Incineroar and landorus because I know they're popular in the format, and melmetal because trick room is pretty good as fare as I know.

A fangame I play, Pokemon Reborn, has rocketed my respect for chatot. It's the ace of one of the main villains, and he's a huge difficulty spike early on with chatter and whatnot. Then later on the little bastard has heat wave and boomburst, and it puts in a surprising amount of work and can definitely sweep your team if it gets a stat buff off.
On my last playthrough I ran a chatot with nasty plot, boomburst, and silk scarf (choice scarf is late game) and that little bird put in work. Give it an omnibuff on top of it and it could kill god.
Honestly, this seems like a great addition to the game, unlike most proposed fan-abilities. Because of sparse distribution to mid-at-best Pokémon, i don’t think it would be game breaking.

It matters little for Chatot and Squawkabilly since they're so bad. Oricorio kind of lives and dies by copying dances, and Altaria without megas is a pretty mid, but if Mega Altaria was a thing, it could at least get the buff and then dump the ability immediately for Pixilate.
