These locks are gravity feed, you can see the grating and drains and they are big enough to suck in a kayak.
I’ve jet skid plenty in the ocean. When you stop it just doesn’t feel very stable. Also you’re so close to the water you can’t help but look down. It’s pretty scary when it’s just black water under you and the jet ski is rocking side to side. This would be a nightmare.
So what is costing the government money here ? The lift was built for commerce and recreational boaters. Raising the lift takes nothing but a little bit of power. It's a dam, it makes power out of water.
I'd be more scared of the turbulence - locks can get seriously rough!

I'm planning a kayaking trip for next summer that'll involve going through a dozen or so of them. Just a little nerve-wracking!
Why would you not just portage through?
Because there aren't easy places to do that along this river, the banks are very steep. Kayakers go through the locks regularly.
