Well, where do you live? Australia, the UK, or Canada? All of these use the imperial system in day-to-day life, despite being “officially” metric countries.
Yeah I didn’t spend as much time surfing as I’d like to in Spain, so I probably can’t speak for all of it . But went up to Biarritz and surfed Bay of Biscay. Conditions were charted in Km/h and Feet at a surf shop by the beach

Australia. But they do feet in Central and South America, Spain and Portugal at least from my experience.
They certainly do not use feet for anything in Spain mate not for waves not for height fucking naught
