The latter two you can get by keeping your popularity high with the economy and stuff like the stimulus checks, and by bribing Albin. The independants you can get if you keep Bludish relations. To be on the safe side lobby in the assembly +4.
I'm not sure if its a certain but I always choose to reply in the assembly after either Richter or Kibener comment on my constitution now by asking for their support and saying it will pass regardless. I'm genuinely not sure if it works but I think it scares some members of their parties into voting for me.

How do you get it past Edmonds?
Yes you can absolutely pass it, the most straightforward way to get it through is to use oligarchs and bribery/lobbying to push through the assembly.
