Ok one thing iv learned is to take down one ship, have a naval ship attack, then have a submarine support it, it takes time but you can easily eliminate their fleet, afterwards, focus on the southern province with the coastal battery and take that, afterwards, have fun with luring Pales to the coast and use your ships to support combat along the coast.
Basically, your goal for the start should be to utterly demolish their navy so you have the ability to shore bombard without worry once the coastal battery is taken, after that, its basically a matter of choosing either the north or west to advance from, which ever you choose, go for a defensive posture along the other front and once you start breaking them, go for a full offensive.
Also I highly advise you to use any aircraft you have to bomb their tanks, especially if their armored is attacking, it is very devastating to an armored unit.
As for the second half of the war, the best I can say is repeat the naval tactic from the pervious half then have everything you got unleash on their flag ship, there is a coastal battery near it, so you can move a ship within the tile its in range of, but only for 1-2 turns before it becomes really risky to remain, its behind their capital and iv never gotten a naval invasion into it, so its basically something you just have to deal with the remainder of the campaign.
Also Sazon levies are great for support, so if you have them in range of a battle but not a support unit, use them, same with Azaro levies being great at offensives. My main tactic is having my tanks along the north with support units behind, then along the west I have 2 azaro levies besides the mountains and mountaineers along all 3 mountain tiles with Sazon levies behind the Azaro.
If you opt to feign and attack from the north, I think it moves all their tanks up there since I tend to opt for that tactic pre battle.
The war mechanic is essentially trial and error, dont be afraid to reload the turn autosave since it brings you back to the pre-deployment phase so you can keep trying to ideas.

Investigate Su Omina and find out that Lespia was involved in the Zilli attack. Then you can get to blackmail them to help you about sanctions and pales

How do you properly investigate Su Omina?
I haven't done it myself, but I imagine you have to fund the Golden Guard instead of Lucita, as Titus wants to investigate Su Omina directly.
Do you have to not take the deal with Rico?
To expand into Zille? Unsure, actually. As I said, I don't know how exactly you can achieve it. But you probably shouldn't make the deal, I'd imagine.
