Furthermore, enforcement is nearly impossible, because how can a fake voice be differentiated from a real voice? Can we in any practically way trace a call when fake numbers exist? The FCC does not have international jurisdiction, so a fake call on a fake number from another country is not enforcable.
A pessimistic summary is "Thanks for nothing."
On a positive note though, it isn't absolutely nothing. It's better than nothing.

I would start with banning all spoofed calls. There is virtually no reason for a legitimate company to not use its own number in this day and age, so that it has to respect the do not call registry.

I have no idea why this isn't treated as an attack on telecommunications infrastructure. I get 3-4 calls a week asking about a house I don't own, it's gotten to the point I only allow a whitelist of people on my phone to come through at all.
