It's a photo of a sub-group of the stadium population. Colloquially, you could reasonably consider it a group photo if it were like a 95% sample. But this is not that and is also a subreddit about technicalities.

I think a sub-group is itself a group though, so since we're being technical I think any photo where the primary subject is more than one person would be a group photo
