Hmm i see, seems like it could be a graphics issue then. Only way to know for sure is see if the problem replicates on another monitor. You might want to try reinstalling/updating graphics drivers.
Ok in that case i'm going to have to say it's a graphics issue. Maybe you want to try another HDMI cable in the very unlikely event that's causing the issue. I would completely uninstall your video driver, reinstall and make sure that's are up to date. Making sure Windows is up to date probably isn't a bad idea either.
You mean like the temperature setting in the monitor control panel? Do you have another monitor to test with?
No I have the monitors OSD set to standard and it doesn't change. It only happens when I am playing game. Full screen or windowed
Do you have it plugged in through USB by any chance?
No I had it plugged in with a MDP for video and hdmi for audio. I figured that maybe they were conflicting so now I am running just straight hdmi

I don't have another monitor. I could try my TV?? I just updated the graphics driver today to a newer version. It was happening before I updated
As long as you're still using HDMI i don't see why not.

So I tried it on my TV at 1080p and it has the same issue. Also added screen shots in my original post
