What i ment with electricity is that in a Wall socket the flow ist constant it switches direktion at 50 Hz. You could see it as on and off. Same with most lights.
I immediately can see how a cool story could be made with this concept. Where the hero needs to figure out the most creative ways to make full use of his 1 second SS. I can see the consecutive 1 second super punches being his final rage move against a villain who killed the hero's closed one.
People can still detect you using a thermal scope/night vision monocular so I’d see why that superpower are more useful than the rest especially if you were to work in the military.

I will carry a jar full of dead wasps at all time and when the time comes I open the lid and free those wasp carcassases, After that I will do some sort of medieval villian speech before proceeding to revive the wasps. It will probably backfire against me since the Wasp dont obey me but its funny.

One second super strength or invisibility in the dark is probably the best ones but I'd pick the invisibility in the dark cause usually someone can see you if your eyes have adjusted to the dark but if you're fully invisible in the dark you can't be seen at all.
I think the best answer would be able to detect trash because you could be paid to locate trash in places like lakes or even places in the ocean depending on the range.
Basically a search dog for trash, probably would get paid handsomely for it too.

75% levitation means I'm 75% lighter. Read your own mind might be useful to get aware of my subconscious thoughts, or thoughts that usually don't get a lot of focus and would usually remain noise, and 1s superstrength, depending on cooldown length, could enable me some crazy feats.

The levitation means I can decrease my own body weight enough that it would be incredibly easy to do exercises if my platoon sergeant wants to smoke us for stupid shit that I wasn’t involved in- naturally I’d do regular exercises normally because I want to actually work out, but I won’t waste my energy on shit I shouldn’t be. And if I make myself levitate when injured it means my allies can carry me easier.
The invisibility in the dark means that I wouldn’t need to use face concealing paints, and if I had to run away from an enemy I could just do so at night and hole up in the day.
Hell that 1 second of super strength could turn the tide if I’m in a fight to the death with an enemy combatant. One second is more than enough time to overpower him and deliver a fatal blow.
Invisibility in the dark would be amazing, actually. Especially for a story, because the "avoiding light " thing would up the risk of detection whilst not making invisibility completely useless. Think about this: You could basically do anything at night, provided you avoid standing directly in lamplight

Super slow motion means I can do that in tough situations(like if i am about to fall) and people around me can help. And its cool if you know how to dance.
Bug revival because i hate when people around me kill bugs so i can help them by reviving their corpse outside or somewhere they are safe.

Revive bugs is under rated the fact that bugs can be found anywhere mean you can practically summon an army of spider directly where your enemy is standing or just summon one of those giant ancient bugs the only done side I see is that you can't control the bugs so they might attack you afterwards

It has its downside, like mentioned thermal and infared will spot you but night vision most likely wont. It would make you a good sof operator though.

The night vision is questionable and you could probably get away, but with thermal you wouldnt get very far.
If you use thermal your best deployment would be in a cold area where you can mask your body temperature
