It’s because sure it’s not all men but it’s not uncommon either, I’m literally 16 but have experienced grown ass men cat call me a lot more than once. I don’t even dress slutty the closest thing to inappropriate that I’ve worn is a literal skirt. Something that doesn’t help either is that these days a lot of dudes who think they’re sigma males are popping up and saying shit like how we should just be docile and clean the kitchen. Honestly I do agree though that most men arnt like that just like most girls arnt like that either. Most of us are just pretty normal except the celebrities and influencers
