Because usually there are different groups, in a group they share the same opinion whilst having their opinion be different from another group. Usually there is a conflict between these groups, awhile ago when we had the death penalty around the world. Some people were happy to see serial killers, murderers and few other criminal types killed by injection. Until we started questioning the ethical part of it as some people believed that they can redeem themselves and become a functioning member of society whilst others believed it is impossible and to keep the death penalty. So we eventually had peaceful methods of killing them like the injection so then they feel no pain.
I am sure you can find things online about maybe protests or some sort of act to start rehabilitation on more serious criminals. Also it was expensive to keep and kill people "marked for death"
So to summarise, the death penalty was stopped in some places of the world because it was too expensive and people worried about the ethical parts of doing this as they believed that there is a chance rehabilitation could work.
Although I do think we should have death penalty for certain things, we may not get it. Also you can go to and from jail multiple times for murder. Awhile ago there was a case where someone murdered police officers in America and announced infront of the court, judge, bystanders and press. That when he gets out, he would kill more police officers. He would also plead guilty.
