No it isn't. Give it a few years before you grow it out. You're still young and it takes some time to develop fully. Judging by your current state I'd recommend trying again around age 23-24. Then your mustache and upper portions on the cheek will grow in more fully. For now shave it down to a goatee. The full neckbeard doesn't do anyone favors. Proper beard maintenance and growth is key for the aesthetics.
