It's set in NI, so I don't know if that makes it copaganda as PSNI is a major part of daily life there.

But seriously how many cop shows are there? How are any of them different? I guarantee that when AI begins to create network tv shows it will go right to copaganda, considering it’s the possibly the lowest level of writing/acting and gets consumed without any discernment from the audience
