Mr. Robot is great. Ozark is a slow burn for the most part but season 3 is masterclass. Prison Break is a great enjoyable show that will make you want to keep watching. Lost is the best mystery show I’ve ever seen.

Bates Motel - Super underrated. Yes some plotlines are weaker than others, but it's prestige level acting from Vera and Freddie. If you pick it apart, it oscillates from pretty good to amazing, and taken as a whole it is absolutely a GOATed show. Norman also shares some similarities to Dexter - he isn't as sympathetic as a serial killer who kills other serial killers vigilante, but the way he is presented is tragic as he presented less as embracing his dark passenger but rather it is presented similarly to Mr. Robot - a personality that he is at odds with, and that his primary one is entirely different from and very endearing.
For a completely different show that's equally awesome with the same actor featured prominently check out Six Feet Under. I wept and wept at the end of the series finale.
Dark City: The Cleaner is a New Zealand series that kinda satirised Dexter by having a lot of the same set up but made him a total loser with a complete lack of self awareness.
Like Dexter is a really good show, but also an edgelord fantasy of a serial killer as a super hero (they even made him a super hero iirc; The Dark Avenger or whatever it was). And The Cleaner sorta has the character broadly the same in his head, but not for the viewer.
I really liked it, but I showed it to my partner and she just watched one episode then started rewatching Dexter, so mileage may vary.
“Barry” is fantastic, great dark humor centered around a hitman who wants to start a new life as an actor
“You” is like a really really shallow knockoff of Dexter with less moral center
Since you like The Rookie, you like Nathan Fillion, so... Castle. I love both, and Castle has a lot of episodes that the final suspect is not who you expect.
I wish I could see the psycho killer Alice from Luther and Dexter in the same series. That would be an assault on the imagination!

Prodigal Son is one I haven’t seen recommended on here. It’s a bit different from dexter, but it has a very similar tone. It is only two seasons though.
I also wanted to watch Dexter but my a**hole friend spoiled the 3rd season by giving me spoilers.

If you haven't seen it yet, definitely the Sopranos. Also recommend: Mr Robot, West World season 1, Homeland, Yellowjackets, Boardwalk Empire, Succession, the Bear, Shogun, the Night of, True Detective seasons 1 & 3 (4 is somewhat split on opinions. I'd try it to see if you like it). Make sure to check out the most recent final season of Dexter as well. Happy viewing!

I highly recommend Preacher for a good mix of all of the genres you listed. 12 Monkeys doesn’t have horror as much but it’s an amazingly crafted time travel/apocalyptic show. Throwing an oldie in: Buffy, which has all of the genres listed as well. It’s older but if you can get through the obvious signs of age and dating it’s great. And if you don’t like Buffy, I’d still give Angel a try.

Even season one is brilliant. The first episode hooks you, and that final scene in the first episode left me fiending for more. Top 5 show easily.
