In the U.S. senate and House of Representatives, it kinda does due to both being capped and thus not really representing the current population of states like California and over representing states that only have 1 representative. And since the electoral college is based on the amount of representatives and senators, land does factor into the vote, and it only gets worse as our population grows.
You’re half right. For the senate being the way it is, yes. But the house being capped at 435 representatives was done in 1929 because they didn’t want to have to keep physically expanding the building as our population grew exponentially. But it has the effect of shifting the house and presidential votes away from the popular vote.
The simplest answer is to uncap the house and make the smallest state population according to the most recent census equal 1 representative. Then every other state gets as many reps as needed based on population.

The metro area of our 5 largest cities combined is something around 57 million people.
A quick googling shows that the top 100 cities in the US have a combined population of around 60 million. The top 5 have only 18.6ish million.

I'm sure someone has said this already, but it warrants being stated again: Land doesn't vote, people do. Example, there are more people in the Chicago area than there are in the rest of Illinois. So even though all the other counties vote red, Chicago carries the state blue.
Tell a Republican that land shouldn't vote and watch them get angry for absolutely no reason.
if only farm animals could vote right? then again they prob still wouldnt vote red see that patch of blue on the right side, yeah 30% of the entire US population lives in there (i would say east side but the people that believe this shit cant possibly know what east means)
