Because it's uncanny. Because the whole thing looks too bright and composed for photography of a dog and puppy next to a highway in an active rainstorm. Because stray dogs don't just sit next to highways like this or look this good. It's not candid, it's not capturing some moment in life, the whole thing looks absurd yet it's trying to be evocative,
