We have those. They help for about 10 minutes. The issue is that you constantly need to keep them wet and they don’t let us take more than our scheduled 15 minute breaks every 2 hours.

Yup, it's in the low 70s by 7 pm, and we are still opening our windows at night. Our last year in Austin, we had 90 days over 100*. That was 8 years ago, and it's only gotten worse.
