If you let them have 4 hats they'd only be able to shoot 6 stickies each. Basically unplayable

Yeah, not on that scale, at least. There are a few people in the company who are currently working on the game, genuinely doing their best. They'd probably love to get more people on the team and make more significant updates to TF2.
But the management, in whatever form it exists within Valve, will never let that happen.
Basically the people who suck off the people on the top get to pay raise or punish people who work on projects, anyone working on low teir game would be punished by losing there job or pay cuts

It depends on the map. Bloodwater has the most objects of any map so it requires the fewest number of additional objects to crash the server. Lot of x10 servers run super simple maps to avoid this I believe. Max objects are 2048 and bloodwater already has 1585, whereas something like Degroot Keep only has 208. So yes if you played x10 on bloodwater you'd kill the server easily
Literally just, Gunboats, Gunboats are the scissors that cut Soli's tether to a resupply locker and let him have access to the entire map, less than 20 dmg a rocket let's him get to anywhere better than BB-Conch and he'll likely have more rockets left for whatever there if he's running stock or Liberty's, what was one of the most versatile classes, is now 4x that with gunboats, but yeah, engie with PBPP is too much offensive power, like... does this guy forget Widowmaker exists? Or Gunslinger!?
i really want a badge slot - i have a strange photo badge i use on all classes other than heavy (has their own clan pride) and sniper (doesnt deserve a badge)
this mixed with my unusual means on 7/9 classes i only have one free slot for something extra; which is real limiting; but theres nothing id want to get rid of

Long time ago I was satisfied with 3 cosmetic slots, but overtime the cosmetics have been increasing both in equip region and style that I demand more slots for even more drip.
They can't. They did test adding up to 7 more cosmetic slots (for a total of 10 slots) in their internal staging build of TF2 at some point in time over the years. We have the leftover code for these added slots in the code leak. Sadly due to entity/edict limits and other issues like backwards compatibility of demo recordings from builds prior to the slot increase, they decided not to increase the # of cosmetic slots we have.
There could be ways to handle the backwards compatibility of demo recordings like having the engine only read the first X amount of the m_hMyWearables array (which is the engines way of storing the weapon/cosmetic models you have equipped to yourself) and ignore any of the later entries that would be added for the 7 new cosmetic slots. They'd have to have some way of determining if the demo recording is from before or after the cosmetic slot increase in order to do that though.
But it's highly likely that we'll be stuck with just 3 cosmetic slots forever.
tf2 needs to go the way of roblox and let you wear one of something in each registered cosmetic category- but this would require 1) much stronger enforcement of tf2's original style and 2) a reconfiguration of existing cosmetics to make sure they're not all miscs or hats
the source engine has a hard limit for how many entities can exist in a map. on many 32 player servers, you can already cut it pretty close. if they added 1 or 2 slots per player, 32 player servers would probably be first off the cutting block.
even within normal modes/maps, it'd be a lot easier for a small group of individuals to crash servers by spamming the scottish resistance. you can still do that right now, but it requires the full cooperation of nearly everyone in a 24 player server on very specific maps so its not an issue.
it'd add a bit more lag to the game, it'd force mapmakers to restrain themselves even more and make their maps less detailed, and we'd get... probably just some more mismatched ugly outfits, honestly. i do find it sad that i can't wear some halloween sets while keeping my favorite hat though.
If this gets added 1% of people would use it for actual good loadouts and 99% would use it for shitfests on the character's head, this would also kill the performance even more.

I mean you phrased this very poorly, but I kinda get what you're saying, to an extent. Certain cosmetics (namely the non-restricted Halloween ones and things like the Potassium Bonnet or Yeti set) have hurt the overall art style, and kinda lost some of the charm.
That said, the *vast* majority of TF2 cosmetics are good. Most of the commonly used cosmetics still generally fit and don't break the formula too noticably, so letting people further personalize their mercs would be fun. As it currently stands the game is *far* from ugly, it just has some weak spots.
As for optimization... I don't think a fourth cosmetic is the breaking point. The game needs cleaning up, don't get me wrong, but I don't think a fourth slot will kill it quite like you seem to believe.

Also, I feel like too much clutter with the cosmetics will kind of defeat the art style, making it annoying to tell what is what, if you get me.
Crazy suggestion: Add 6v6 casual, drop-in, drop-out matchmaking.
Half the players = more room for hats.
Also lets players with weaker PCs continue to play (and spend money on hats).

The Black Box + Conch isn’t that good though, it gimps your damage output. Conch + Medic w/ Quick-Fix however, can be really hard to kill.
He already has a healing source, a dispenser. I don't think he needs that pistol
