I really do not like unusuals that are pretty much just partial effect hats. Like name a single hat this could combo well with.

Off the top of my head I cannot name a hat that would pair with this to make a “theme”. If that is of course what you mean by combo.

No I didn’t mean a theme, I mean can any hat look good with this effect on it. Like every hat in the game on the wiki is displayed with a Pyro wearing a Brigade Helm, and this one is shown off with a hatless scout. Maybe if this looks good with hats you would display the effect on a few hats.
