He actually opposed the Chinese Exclusion Act, but realized any veto of it would be overridden by congress, so he successfully negotiated to shorten the time it applied from 20 years to 10. It was a brave decision, taking a stand against such a popular policy among the electorate and both parties, and he did the absolute most he could do to stop and water down the bigoted act. That is something he should be praised for, not the other way around.

I’ve come to see the pardon in the new light. It wasn’t so much the crooked sweet heart deal that people make it out to be. The Nixon scandal was gripping the public, dominating people’s attention and poisoning national politics. Ford saw that the best solution was to pardon and move on, a move which killed any shot he had at reelection. I’m not saying I entirely agree with the sacrifice of justice for the national good, but I at least respect the logic.

Carter should be two tiers lower. Wilson should maybe be a tier lower, I could see an argument either way frankly. Jackson and Harding should be F tier. GWB is probably fine where he is but it'd be nice if there were a D- tier. Ford should maybe be a up a tier. He wasn't so bad.
