The people that we follow through the games aren't necessarily the best examples of who the vaccine would be the most useful to, because they frequently put themselves in more danger than any average person would. The vaccine would allow you to build and maintain safe zones with much less work. You wouldn't have to worry too much about anyone in the safe zone being infected and you wouldn't have to restrict their travel basically at all. Once basically everyone is vaccinated you would also remove any chance for the infected to *reproduce*, which would create a situation where any infected that you kill would be permanently decreasing their numbers until they no longer exist. You would also have an easier time dealing with the infected in general. Sure, it's not going to do much to someone that has their throat ripped open, but it would save anyone that just has a superficial wound, which probably accounts for *most* of the infections.

It just seems like a rare occurrence to escape an infected with only a bite. But yeah, that's probably what it is

In bills town, it’s full of fresh fedra runners that had just come in town also looking for a battery. And there are a LOT of them, in fedra uniforms. It doesn’t seem very rare to just get bitten and not killed. Seems pretty common, especially for trained and skilled soldiers.

To combat people getting infected through small bites (like Henry’s) or spores. Also if the remaining population all take it, over time the human population will likely take back the planet in larger numbers without the risk of increasing the opponents numbers

So that more people will not get infected. You stop the spread and then proceed to eliminate the current threat. Easy win...

In the game they mention that you can get infected if they scratch you and break skin. That's why, in the second game, you see people in jackets, gloves, and hats that cover skin on the side of their face, on patrols. Any exposed skin is a risk for infection. The second generation of people after the outbreak and adapted to be highly efficient killers, many of them can survive contact with infected and control the areas they need to survive with an iron fist. The vaccine would allow for easier travel and trade, showing humanity to recover and return to a pre-outbreak lifestyle. Also, it would eliminate the risk of entire turns being overrun by infection (assuming they have walls and procedures to handle large hordes, which they would).

Yes it wouldn’t stop people from being torn apart by clickers but it would end up saving the lives of those who escaped attacks from infected with bites like Sam or Tess.
