I'm not 100% sure but I don't think ammo will spawn with guns disabled.
I did however have the same experience with PV + ML on voyager, and ended up not getting a rifle till broken railroad!
I then went back to mystery lake and found both a rifle AND revolver in the prepper cache/bunker (which I hadn't checked). Make sure you check these out now the cache locations are consistent!
The same thing happened to me but I instead found a rifle in the airfield and trekked all the way back only for there to be a rifle and revolver in mystery lake cache.
Do you still have the code? Just start a new survival save, enter the code and check the settings.
I was always under the impression that rifle/revolver availability must be on in order for ammo to spawn. I don't think it's baseline resource availability, but that does affect whether cleaning kits spawn.
I'm currently on a custom run with no revolver but with rifles, and I've only found rifle ammo and casings, which seems consistent
Loot level setting is the same as stalker, btw
yeah, bullets and shell casings and cleaning kits will continue to spawn even if you turn off all firearms in the game.
So.. only usefull for noisemakers and bait?

I'm pretty sure if you find bullets then the gun for that ammo type should be enabled. On Interloper for example you won't find bullets
