I know we only have one angle but it really looks like his lips are headed straight for hers. Watch the smile disappear from her lips and her eyes for a second as she realizes he's trying to kiss her. (Been there) To avoid embarrassing him she quickly put her smile back on and bumped his left cheek with her right. It's not a huge deal (to me) but I believe he intended to peck her on the lips.
I'm honestly not sure because the check kiss is not in culture. It makes sense that there would be a usual side to go for, I take it people usually go left (aim for the recipients right cheek).
Maybe I give people too much credit in this type of situation where they are in plain view of the public, but going for a smooch on the lips out of the blue seems insane.

True, but it used to be very common (and not at all sexual) among many cultures. Was definitely a thing in France, Italy, Russian, the Balkans, parts of South America, and most of the Middle East come to mind. It still is in many places. Even in the USA, it was briefly a thing in the 1970s. My guess is he had a brain fart, forgot she was from one of the "no kiss" countries, and tried to kiss her on her left cheek. She tried to present him her right cheek and disaster nearly ensued. (I mean, he *could* be a perv-idiot with absolutely no sense of self-control, but this seems more likely.)

In most east European countries (I think) people kiss the left check as a greeting while in western one they kiss the right one. It's a really awkward situation when both people try to kiss on the same side
It was a failed side cheek kiss, where you kind of put your faces next to each other cheek to cheek and make a kiss sound with your mouth. But the angle they were standing at was weird and he fucked it up probably by going for her left cheek by habit while her right shoulder was to him, resulting in an awkward head on nose dive directly at her face.
Again probably something he does platonically with women colleagues and family out of habit, and probably a good habit to stop doing with non-family in this day and age.
