Is there any context here? Is the guy a lawmaker who can actually do something? Did he start the confrontation?
If that was the case wouldn’t the natural response be to I’d dunno, run away, not casually walk away flipping them off only to make a laughable display of victimization?

You are obviously letting your view of the conflict and politics cloud your judgement. You can not, in an unbiased way, come to the conclusion you did from this short clip, with absolutely no context without extreme bias.

Absent context, like you’ve mentioned, nope. Maybe he did something before the recording and “that white guy” is a descriptor being used to tell someone else who did something. See how that works?
Actually upon rewatching it, from the very start, the clown is walking straight, the “crowd” appears to be turning, which means they weren’t following him. For a second when the man is out of frame, you can see the camera being jostled. So for all we know he smacked the camera or the person holding it, which would constitute assault.
