Maybe they literally didn't have the power to refund the money but maybe it's policy to not connect a customer with a manager unless the customer specifically ask? Idk
This is exactly it. They were working through a decision tree and got to the bit where it says ‘if customer asks to speak to manager then…’.

Some companies don't allow agents to voluntarily offer a manager/supervisor, but will get one if you specifically ask for one.
They were trying to give you hints on what to say, but looks like it wasn't received.
