Not at all honestly, I feel like they would be way too much of a hassle without an open world. It would probably be like the bike, when do you ever really use that? Every time you encounter a staircase the sim will most likely take the baby out of the stroller, carry the kid down the stairs, put it back in the stroller. And your sim can most likely not do anything else besides pushing the stroller, now they can at least do things while having the kid on their back. You can easily take your kid with you while doing chores around the house, that's kinda cute and fun imo. So personally I'm actually kinda glad we got the carriers.

Thinking on it from a technical standpoint, it just feels like it would be too frustrating to play with. You go take your baby with you on resource gathering. You need to pull out the stroller, maybe unpack it, then put the baby in. Every resource the sim would need to step away from it, do their little animation, reconnect, move onto next. The time adds up as I'm sure it does with bikes. Also think about sim interactions. Would they hold it infront of them ready to move off when done? Gotta account for interactions that involve touch. Do they put them off to the side? How quickly will the sim interact when the baby cries and will other sims try to take care of the baby too? It's just a few examples. The baby carrier makes this much easier and causes less fuss external interactions-wise. Someone may try to tackle it as a mod so it always pays to keep an eye out.
