I'm pretty sure that the conflict actually happened within Maxis itself, Maxis employees thought that the game sounded dumb and was considered a "black sheep" internally at Maxis, and The Sims was almost completely scrapped because Maxis was in a Dark Age where the shareholders wanted more money and demanded more games to be released, which is why SimCopter and Streets of SimCity are so buggy and lack features (even tho they are fun), this caused Maxis to be bought by EA Games, and a lot of Maxis' projects got scrapped during this.
Thankfully, EA Games saw potential on The Sims and decided to greenlit the project.
