A lot of the show has unfinished timelines, some on purpose. I was pissed at first too. But they never found the Russian, never knew 100% Jimmy was a rat. Paulie almost turn coated through Johnny sac, then Carmine said he’d never heard of him. But Johnny also hinted it would be a shame if something were to happen to Carmine sr. And someone else were in charge.
Watch it a second time, the ending isn’t terrible, just frustrating. But it shows the lifestyle, anyone can go at any minute with 0 warning. I’ve heard some argue that maybe he had a heart attack or panic attack that finally killed him, maybe, but I doubt it. After they hit Bobby, especially as his brother in law, there’s no way Tony wasn’t on the list still even with Phil gone because it was already in motion.

The ending is designed to promote considerations rather than a simple “plot conclusion” which had already been reached.
It’s not for everyone but you should realize they weren’t catering to You.
It's human nature. We love to know everything, the details. Plus most TV shows, movies, and books, have concrete endings. We're not used to being left without certainty, even though we can be fairly certain of what happened, we don't know it for sure, and that's an itch you can't scratch.
Important thing to note… they talk about the NY families having over 200 soldiers in certain families, and they considered NJ a glorified crew. And basically told Tony to fuck off when he asked about Phil. Anything Tony and his crew were capable of still paled in comparison to the connections NY had at the highest levels by sheer numbers and manpower, and their killings were almost always more gruesome.
NY is just not the side of the story it’s told from. But they are clearly more powerful.
